If you just send them and they are not captured with their information for us to use then that is not OK. If I pay for 100 or more signups then I want 100 different peoples information for me to use. That's not to say that everyone who visits your site from our network will sign up. Our mission is to send you as targeted traffic as possible so that the cost to us for obtaining each signup is lower (hopefully MUCH lower) than what we're charging for the lead.
